Dr. Fenton says to get a mental health hold you need to have a couple of things: Not just a thought, but a plan, they are taking action on. There also has to be a specific target.
Fenton did not see that, said he seemed to be functioning well.
Dr. Fenton called the "Beta Team" after the gunman told her he was not continuing therapy.
The BETA Team did a background check for criminal record, military/combat experience, concealed carry permits, etc.
Fenton talked to the gunman's mother about his behavior: "She said essentially that he had always been like this, meaning very shy and socially awkward."
It got worse when he was 10 and they moved to a bigger city.
Fenton describes the gunman as evasive, gaurded, hostile, suspicious and uncooperative on June 11.
